Tax Analysts’ Publications on State and Local Tax Introduce New Profile Feature

State Tax Spotlight column to highlight those influencing state and local tax policy

FALLS CHURCH, Va. – Tax Analysts, the nonprofit provider of federal, state, and international tax news and analysis, today announced the launch of a new monthly profile column, State Tax Spotlight. The feature will appear in State Tax Notes and State Tax Today and will provide a close-up view of a person or organization influential in the state and local tax world.

The inaugural column, written by Maria Koklanaris, spotlights Jordan M. Goodman, a partner at Horwood Marcus & Berk in Chicago. In the profile, Koklanaris highlights the U.S. Supreme Court cases and mentors who have shaped Goodman’s career, his expertise on the Illinois Department of Revenue, and his ability to test new state and local tax theories.

“Some of Goodman's clients don't hire him just to argue,” explains Koklanaris. “They hire him to theorize -- and not necessarily in cases where the theory ever comes to any kind of legal fruition.”

Goodman has worked on three Supreme Court cases: Quill Corp. v. North Dakota, Hunt-Wesson Inc. v. Franchise Tax Board, and MeadWestvaco Corp. v. Illinois Department of Revenue. He has spent his entire professional career in Illinois, becoming an expert in Department of Revenue matters.

According to Koklanaris, Goodman “travels often, giving between 50 and 60 speeches and presentations each year. At home in Chicago, he is sought out regularly to resolve state and local tax issues for both Fortune 1000 and smaller companies.”

Goodman has previously worked as a tax consultant at Arthur Andersen LLP and as an associate at McDermott Will & Emery. He received his undergraduate degree in accounting from Indiana University and his JD from the University of Illinois.
